As in censoring? Forbidding something? I do think you're right, it would be written 'censor' though.
One small note: That sentence makes zero sense, because something 'that only exists in theory' is much easier to censor as opposed to something that (also) exists in reality.
It sure as hell sounds like 'theory', but wtf.
